Opinion: In a UK drought, who gets to drink?

The U.K. government is fast-tracking construction of massive AI data centers at the same time as England faces drought, chronic leakage and a looming shortage of public water.

A new report from FNTV, “The UK, AI, and Water: A Glass Half Empty,” reveals that the government is encouraging this build-out without first answering two basic questions: who gets priority when there is not enough water to go around—and who pays for the infrastructure needed to supply the data centres?

Applicants for AI Growth Zone status must demonstrate sufficient water availability to support at least 500 MW of AI infrastructure. But the FNTV report argues that this asks the question backwards. The government's own UK Compute Roadmap says Britain will need at least 6 GW of AI-capable data-centre capacity by 2030—roughly three times today's level.

Government should first establish how much water is required to guarantee resilient supplies for households, hospitals, agriculture and existing industry during a severe drought. Only then should it determine how much genuinely surplus capacity is available for new data centers.

The issue matters because Britain's water system is already under severe pressure. The Environment Agency warns that England faces a public water-supply deficit of up to 5 billion litres a day by 2055, while around 19% of water entering the distribution system is currently lost through leakage.

And the cost of accommodating growth is already beginning to appear.

On August 13, Ofwat provisionally approved £3.39 billion of additional water-company expenditure, including £477 million to address growth pressures including housebuilding and data centers. United Utilities' program includes new water infrastructure specifically intended to enable data-centre development in East Manchester.

That raises an obvious question: why should regulated water-company investment be required to enable hyperscale data centers, and how much of the eventual cost will fall on customers?

There is a second, potentially more explosive issue.

Data centers were designated Critical National Infrastructure in 2024, putting them on the same footing as water, energy and emergency services. Yet there is still no clear published national hierarchy stating who takes priority when two critical systems compete for an inadequate water supply.

In May, the House of Lords Environment and Climate Change Committee called for an emergency drought prioritization plan explaining how scarce water would be allocated.

It still has not been published.

There is no evidence that ministers intend to deprive households of water to keep AI servers running. The problem is that Britain is building enormous new water-dependent infrastructure before publicly deciding what happens if there is not enough water for both.

FNTV proposes a simple rule: water additionality.

Data centers should either use genuinely surplus water capacity or pay for the new reservoirs, recycling, desalination, treatment, storage or other infrastructure required to accommodate them.

The question is not whether Britain should build AI infrastructure. It is whether it should build it by placing additional strain on an already failing water system—and leave the public to discover who gets priority only when the next serious drought arrives.
