FCC proposes USF reform

FCC Chairman Julius Genachowski said the Universal Service Fund, which subsidizes phone service in rural areas and for low-income households, should be reformed and reoriented to help spread broadband access. Additionally, he said established spectrum allocations could be reevaluated as part of a plan to free up more airwaves for mobile broadband. The FCC is considering taking spectrum from broadcasters and using it for mobile broadband--much to the dismay of broadcasters. Article (sub. req.)
